No. They are starting prices for standard installations. A final quote is issued after checking the site, loads, roof, cable routes, electrical system, selected brands, and required upgrades.
Will the system keep running during a grid outage?
A correctly designed hybrid system can continue supplying selected backup loads from solar and battery. Actual backup capacity depends on inverter size, battery state of charge, and which loads are connected to the backup output.

Can the system be expanded later?

No, a hybrid system can be configured for self-consumption and backup without net metering. Net metering is required when you want eligible excess production credited by the utility under its approved process.
